1 ORGANISING AUTHORITY

The Organising Authority (OA) will be Nacka Strands Yacht Club in conjunction with Whyshore AB on behalf of the X-35 International Class Association.


2 VENUE

2.1 The Sailing competition will take place at Malmö Harbour, Sweden.
( 55°37,1 N 12°59,3 E )

2.2 Attachment 1 shows the location of the regatta harbour.

2.3 Attachment 2 shows the location of the racing area.


3 RULES

3.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

3.2 RRS will be changed as follows:

3.2.1

RRS 35, A4 and A5 will be changed so that boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.

3.2.2

RRS 44.1 is changed so that the Two-Turns penalty is replaced by the One-Turn Penalty while racing outside the Zone of a rounding or finishing mark.

3.2.3

RRS 60.1(a) will be changed so that a competitor cannot protest another boat or competitor for breaches of specific parts of the sailing instructions.

3.2.4

RRS 62.1(a) will be changed so that failure to meet the target time will not be grounds for redress.

3.2.5

RRS 62.2 and RRS 66 will be changed to shorten the times for requesting redress and for requesting that a hearing be reopened on the last day of racing.

3.2.6

RRS 63.7 is changed to read: “If there is a conflict between rules that need to be resolved before the International Jury can decide a protest or request for redress, the International jury shall apply the rule that it believes will provide the fairest result for all boats affected”.

3.2.7

RRS A4 will be changed so that a boat starting later than 5 minutes after her starting signal will be scored Did Not Start.

3.2.8 The RRS changes will appear in full in the Sailing Instructions (SI) The SI may also change other RRS.

3.3 No national prescriptions will apply.

3.4 Malmö Harbour Authority Local Notice to Mariners will apply.

3.5 ISAF Offshore Special Regulations for Category 4 Monohulls.

3.6 An International Jury (IJ) will be appointed in accordance with RRS 91(b) and Appendix N . Its decisions will be final as provided in RRS 70.5.

3.7 All competitors shall be in compliance with their National Authority Rules.

3.8 In this NOR and in the SI ‘competitor’ means a person competing in the event.

3.9 If there is a conflict between languages the English text will take precedence.


4 SCHEDULE

4.1 Race office and Information desk will be open from 09:00 to 18:00 on Tuesday 2th and each day from 10:00 to 18:00 during the event.

4.2 Registration: from Tuesday 27th at 09:00 until Wednesday 28th at 18:00.

4.3 Daily press conference (tentative): 90 minutes after the finish of the last race of the day.

4.4 Prize giving on the last day of racing, prel 90 min after finish of the last race.

4.5 The Race Committee (RC) may decide a reserve day.

4.6 The maximum number of races scheduled is 10. A maximum of 3 races will be sailed per day, except if the RC, the IJ and the class representative agrees that it’s necessary for the fairness of the competition in which case any change will be published on the ONB the day before.

4.7 No race signals will be displayed after 16:30 on the last day of racing except after a general recall.

4.8 Unless excused by the OA, attendance at the following is mandatory:

(a)

Skippers Briefings will be at the Race Office

(b)

Daily press conferences, for helmsman finishing first or second in any race of that day.

(c)

Prize giving for the representative of the three top boats of the championship.

4.9 Launching and recovery will be at the discretion of the OA. During launching boats will be permitted to hang for three minutes only to clean trailer pad marks from the hull.

5 ADVERTISING

5.1 Boats may be required to display bow numbers and advertising chosen and supplied by the OA.

6 ELIGIBILITY

6.1 The regatta is open to boats of the X-35 class. Skippers shall be members of the X-35 class as defined by the international X-35 class rules.

6.2 ISAF eligibility in accordance with ISAF regulation 19 is required by all competitors.

6.3 Each competitor shall be registered as an ISAF Sailor on the ISAF website www.sailing.org/isafsailor. Skippers shall inform the OA of the ISAF Sailor ID of all crew members at registration.

6.4 Crew substitution during the event may only be done with the approval of the IJ.

7 ENTRY AND REGISTRATION ELIGIBILITY

7.1 Eligible boats may enter by completing the online entry form at the official website, http://www.volkswagenx-35cup.se/Worlds2013.html, and submitting a non-refundable entry fee by 31st July 2013. The OA reserves the right to accept late entries.

7.2 The fee includes berthing available from Monday August 26th until Monday September 2nd, launch on arrival and recovery at the end of the event and trailer storage.

7.3 The non-refundable entry fee per yacht is 700 €:

TRANSFERER’S REFERENCE:

Regatta name and sail number with national letters

7.5 To enter the race the following shall apply:

(a)

The owner or the skipper shall complete an on-site registration form and personally sign it at the regatta office between Tuesday 27th from 10:00 to 18:00 and Wednesday 28th from 10:00 and 18:00.

(b)

The measurement and inspection control including crew weighing at a time decided by the RC.

(c)

To present an original valid class certificate.

(d)

To present a list of the sails to be used.

(e)

To present the safety check list.

(f)

To present a valid original third party liability insurance with a minimum cover of 610.000 € or foreign equivalent for the event.

7.6 A boat’s entry is only valid when the Entry Fee is paid in full and when all other requirements of Registration and of the International X-35 Class Rules have been met.

8 MEASUREMENT AND INSPECTION

8.1 Each boat shall produce a valid measurement certificate.

8.2 All boats have to be available for measurement and inspection at a time decided by the RC between Tuesday 27th and Friday 28th. A boat shall provide a minimum of four people to facilitate measurement.

8.3 The date and time for measurement and inspection will be posted on the ONB not later than Monday 26th at 18:00.

8.4 After equipment inspection, no boat or inspected equipment shall be taken from the venue or the racing area and their adjacent waters without written permission from the OA.

8.5 Any boat or equipment may be re-inspected at any time during the event.

8.6 All competitors shall present themselves for weighing.

8.7 The final authority on all class rule issues will be the X-35 Class Representative.

9 SAILING INSTRUCTIONS

The SI will be available after 10:00 on Tuesday 27th at the regatta office and on the event website.

10 COURSES

10.1 The SI will detail the Windward/Leeward course configuration, with port rounding, finishing downwind.

10.2 The target time to sail the course will be 75 minutes.

10.3 If no boat has completed the course within 120 minutes the race will be abandoned.

10.4 The intended course area is shown at Attachment 2.

11 SCORING

11.1 The format is fleet racing and the Low Point System of RRS Appendix A will apply.

11.2 Four (4) races are required to be completed to constitute a series.

11.3 When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

11.4 When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

12 BERTHING

Boats shall be kept in their assigned places in the harbour and shall be required to raft up. All boats are strongly advised to bring numerous suitable fenders and lines.

13 HAUL-OUT RESTRICTIONS

Boats shall not be hauled out during the regatta except with an according to the terms of prior written permission of the IJ.

14 DIVING EQUIPMENT AND PLASTIC POOLS

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta.

15 RADIO COMMUNICATIONS

All boats shall carry a portable working VHF radio and shall monitor Chanel 71 at all times whilst afloat. Except in an emergency, a competitor shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to text messages and cellular phones.

16 MEDIA, IMAGES AND SOUND

16.1 If required by the OA:

(a)

Television equipment (or dummies) supplied by the OA shall be carried on board while racing.

(b)

Competitors shall wear microphones supplied by the OA during racing and be available for interviews when advised by the OA or RC.

(c)

Registered skippers shall wear communications equipment supplied by the OA that will allow commentators to communicate with them whilst racing.

16.2 Competitors shall not interfere with the normal working of the OA supplied media equipment.

16.3 By participating in the X-35 worlds 2012 competitors automatically grant to the OA and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any photo, motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

17 COACH AND SUPPORT BOATS

17.1 Support boats, team leaders, coaches and other support personnel shall register at the Race Office within the registration time.

17.2 Support boats shall conspicuously display identification of the team being coached. A coach boat is any boat that is under the direction or control of a person gathering information or giving material support for the benefit of particular competitors either on the water or off.

17.3 The organisers will provide berths for coach or support boats.

17.4 Any interference by a coach or support boat with the racing or event organisation may result in a penalty applied at the discretion of the IJ to the appropriate boat.

18 PRIZES

18.1 For each race a prize shall be awarded to the boat placed first.

18.2 Overall prizes will be given to the first 3 places.

19 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See RRS 4 DECISION TO RACE. The OA will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
